<abstract>The aim of this paper is to show that self-governance is the only way to create knowledge in organizations. We will show that knowledge can only be developed and preserved by self-governance. As self-governance is not a natural process, it needs structures to support the development of this kind of action. Management is only able to create these structures at a second level. Thus a distinction between two different levels has to be made: the level of performance and the structural level.</abstract>
